In Windows7 its possible to change Welcome Screen (that appears when you start your computer with user list) and set Image there as your own choice. This feature is disabled by default, so you’ll have to enable it from the Registry and need to make one new folder only.
To Do this ...
1 ) Open Run Command box
Click here to know how to open Run Command box
2 ) Type "regedit" in "Run" window textbox
3 ) Hit "Enter", this will open "Registry Editor"
4 ) From the HKEY_LOCAL_MACHINE subtree, navigate/goto following subkey
SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background
to do this click on "+" left side of item name in tree view.
5 ) Double Click on "OEMBackground", "Edit DWORD (32-bit) Value" window will open
If you don’t see "OEMBackground", right-click in the right pane, select the New submenu and create a new DWORD value with "OEMBackground" name
6 ) Enter "1" as "Value data:", Click ok to close
7 ) Open folder "C:\Windows\System32\oobe"
here "C" is drive where windows installed, may be you have some other drive
8 ) Right Click inside the folder, Select New and then New Folder from popup menu
9 ) Rename New Folder to "Info"
10 ) Repeat steps 8 again and create folder "backgrounds" in to "info" folder
11 ) Now put any image here, which you what to set as your Welcome Screen background
your image must be less than 256 KB in size, and it's look good if image have same resolution as your monitor
12 ) Press WinKey+L or select "Log off" from start menu to see the change.

Note : If you select a new theme from "Appearance and Personalization" will unset this registry value, so if you change your theme you have to perform steps 1 to 6 again.
